IIT Mandi is renowned for its branch change policy. If you have an interest in the CSE field, you are allowed a branch change option after your first year. According to me, IIT Bhubaneswar EE is a better choice in terms of placements, hostels, peer groups, etc. as compared to IIT Dhanbad ECE. I am a student of IIT Bhubaneswar and I can vouch for the institution.
Some of my friends who studied at Pondicherry Engineering College. They gave the college a fair rating of 3.5 out of 5. Leaving the part of active clubs and committees, every other aspect of the college is pretty nice.
