The state of Odisha has been making constant efforts to increase the gross enrolment ratio into higher education levels post-primary and secondary schooling. DHE includes Higher Secondary and Plus 2 Vocational Education. There are also +3 or Degree courses for undergraduates that are offered in the state under arts, commerce, science, and Shastri streams in various government, as well as, private institutions.
According to facts and statistics on their official website, there are around 1029 degree colleges that recorded around 2,30,078 student registrations for the academic year 2025. Student Academic Management System or SAMS is the web portal for e-registration and e-administration for +3 admissions.
- For the session of 2025, online admissions norms are being followed for all +3-degree colleges.
- There will be a single-phase admission that includes 2 rounds followed by on-spot admission.

DHE Odisha +3 Admission 2025: Eligibility
Students seeking admission to +3 degree courses need to follow certain eligibility norms mentioned below:
- Candidates must have passed the Higher Secondary or +2 examination of the Council of Higher Secondary Education, Odisha, or equivalent.
- There will be reservations for reserve categories including SC, ST, and PwD.
- There will be 2 rounds of admission followed by on-spot admission and selection will entirely depend on one’s merit in the +2 examination.
DHE Odisha +3 Admission 2025: Application Form Registration
Owing to the current COVID-19 pandemic, the Higher Education Department has opted for an online mode of application for admissions. SAMS or Student Academic Management System provides updates on e-registration and e-administration for admissions to academic sessions from 2025-25. There will be a single application form for all courses and one needs to register on SAMS before filling the Common Application Form or CAF. Therefore, this year everything will be carried out online. No admission will take place offline.
DHE Odisha +3 Admission 2025: Online Registration Process
- Visit the official website of SAMS i.e. https://www.samsodisha.gov.in/
- From the homepage click on the link for ‘Degree +3 ‘under the ‘ Higher Education section ‘
- Click on ‘New Student Registration’
- In the space provided enter details like name, valid mail ID, and contact number
- Click on ‘Generate OTP’
- A six-digit OTP will be sent to the mobile number provided, which will be valid for 5 minutes. Then enter the OTP number in the box showing on the computer screen.
- After getting an OTP enter the same on the space provided and generate a password (password must have at least one upper case, lower case, digit, and special character)
- Log on again to the SAMS portal using the mobile number and password generated
- On successful login, an e-space for the candidate will be created
- Login to e-space by clicking ‘Existing Student Login’ using the mobile number and password
- Under e-space, there will be CAF, Side Option Form, Intimation letter, Admission Schedule, Online Payment

DHE Odisha +3 Admission 2025: Results
There will be 2 rounds of screening followed by spot admission. Students will be analyzed based on their previous academic performances and reservation quota, if any.
- After 1st round, a merit list will be published on the SAMS portal
- Selected students need to pay online fees
- Further, in round 2, students can exercise different options for college or course
- After 2nd Merit list, students can pay fees accordingly
- All kinds of results and intimations will be updated on the SAMS portal
As in almost every other college or academic institution, there is a reservation for some category of students. Reservation norms of the Odisha Higher Education Department are detailed below:

Ques. What is the process of e-admission?
Ans. E-Admission is nothing but an online mode of application that is undertaken by the Department of Higher Education owing to the ongoing pandemic situation. SAMS manages e-admission and e-administration processes. In e-admissions, students need to register online on SAMS and then fill up the CAF form. Fees need to be paid online as well.
Ques. Is there any limit for filling in the number of options in the common application form?
Ans. Yes, there are certain conditions mentioned on the prospectus for filling college options. One can fill up to a maximum of 20 options and a minimum of at least 5 options while filling out the application form.
Ques: Is it possible to submit the application form in person?
Ans: No, as of now only online mode of application is accepted. There will be a common application form or CAF for admissions to different degree courses. The online mode ensures that one can submit their form from anywhere using a computer and internet connection. There is an option to pay application fees via online mode as well. Ensure to keep a hard copy of the completed application form for future communication.
Ques: How will a candidate be informed about his/her selection?
Ans: SAMS is an overall management system that can be used for e-admissions. Every detail related to admissions and selection is intimated to students at this portal. On successful registration, one gains access to a unique e-space, where all selection processes will be detailed. Merit lists after each round of selection will be published on SAMS. Also, students will be informed via SMS or an e-mail about their selection, provided the contact details are valid and updated.
Ques: Can the application form be modified at any stage?
Ans: Once a candidate is registered on the SAMS portal, he/she gets access to e-space. The information here at e-space can be modified till the time of application form submission. After submitting the form, only the options section can be modified till the payment of application fees online. After successful fee payment, no further modifications can be made.
