Yes even I got rank in gpad.due to some health issues I don't attend councillor.i directly go to college along with my parents and met with the correspondent spoke with him he asked for extra amount even after seeing the merit list.so at start we compelled to pay78000 yearly.if I come through councillor it's only30000.then we paid and joined.after that remaining seats are sold for30000 only.
