The University of Calcutta is a self-governing or autonomous institution, while Kalyani Government Engineering College is governed by MAKAUT. The various departments of the CU have a better reputation among the student communities of India.
It’s totally up to you whether you wish to enroll in a world-renowned University like CU or you want to study at a state-funded college which in this case is KGEC.
If you solely consider studies as the basis of the selection of an institute for your career, I don't believe there will be much of a difference.
