Comparatively, the telecommunication branch has less opportunities in RVCE or anywhere in India in general. It must be noted that if you aim for higher studies by clearing GATE, EEE has an upper hand as there is no paper for telecommunication thus aspirants must attend ECE paper.
Without any second thoughts, RVCE is a better option than IIIT Bhubaneswar for CSE. Here are some strong points in favor of this claim

Not commenting anything on lower IIITs since I don’t have much knowledge about it. But, if given a chance to join any RVCE or any lower IIIT like Kota or Vadodara, I would always go for RVCE.
RV College of Engineering, Bangalore is a better option compared to IIIT Guwahati. Bangalore is home to major MNCs and startups. As a student of RV College, you can leverage the location advantage to get placements, internships, and projects.
