Newly established IITs like IIT Goa are getting less assistance from the government as compared to older IITs like IIT Mandi. That’s why the facilities available in newly established IITs are not the same as compared to the old ones.
Thus, I would recommend you opt for IIT Mandi as it is currently a better option than IIT Goa.
The nearest railway station from IIT Goa is ‘Karmali’. It is around 10 km from the campus of IIT Goa. There are 19 railway stations in Goa, but the nearest ones to IIT Goa are Karmali, Verna, Cansaulim, Sankval, Majorda, Dabolim, Suravali, Madgaon, Vasco-da-Gama and San Juje Da Areyal.

Not all trains stop at karmali which is why the preferred station is Madgaon. It is around 24 km from the campus of IIT Goa. The railway network is well established, and it is an easy mode to travel to Goa from different parts of the country.
Yes, the option of changing branches is available for the students at IIT Goa. But there are some conditions for the same.
