Yes, your class 12th score will be included in admission at Thapar University. Earlier admission was given on the basis of JEE Main rank and 12th board score in PCB/PCM. The division of seats was around 70% and 30% respectively.
But the Thapar Institute had recently revised its admission policy for admissions in the BE/BTech programs. As per the new criteria, 100% of the seats will be allotted on the basis of scores in the Class 12th examination. The student can check the deadlines on the official website of the college.
Thapar University in all aspects is a lot better than JIIT. But I am not quite aware of the EIC branch. You can interact with ex-students of the institute online, to get a better idea about the course. If you think it will be a better choice, go for it.

Thapar University will be a much better choice than JIIT, as it is popular among students and professionals as well. Any branch at Thapar will prove to be more valuable than CSE at JIIT Noida.
Thapar University has a rich legacy and was established even before India became an independent nation. TIET has been ranked 22nd position in the University Category and 40th in the Overall Category in NIRF Ranking 2023.
Thapar University has been recording splendid campus placements with many MNCs like Google, Microsoft, and Amazon offering lucrative packages to students. The highest CTC recorded in 2022 stood at INR 40 LPA whereas the average CTC was recorded at INR 10.97 LPA respectively. Thapar University Center for Industrial Liaison & Placement (CILP) is a body that organizes campus interviews to provide placement training to final-year students of all branches.
However, Thapar University has very low cutoffs because of its increasing fees. The institute is in a state of rapid development and needs funds to improve its infrastructure. The cutoffs are expected to restore better standards once the institute is well-developed.
Thapar University is a decent choice for a private college and can be considered if you failed to make it to BITS Pilani.

Chandigarh University does not offer better placements or opportunities. It's all just public relations to boost the college's image.
Thapar Institute of Engineering and Technology, on the other hand, is one of India's most prestigious and best engineering institutes. In the NIRF Government of India rankings, Thapar Institute of Engineering And Technology was ranked 23rd. For the last six years, the placement rate has been consistently higher than 90%. A total of 361 recruiters took part, recruiting 1622 students. Students were offered the highest package of INR 40 LPA, while the average package was INR 10.97 LPA.

Yes, you can get CSE at Thapar University easily even if you don’t hail from Punjab. The reason is even with low marks students can get some other branch and then appear for the December Test to upgrade their branch to CSE. You need to be among the top 20 students to upgrade your branch to CSE. Another option is to make sure you have a 9.7 CGPA or higher in the first year. This will increase your chances of upgrading your branch to CSE.
The subjects taught in the first to students of all branches are the same so you won’t lag behind in your branch. Also, the pattern and syllabus of the December test are exactly like JEE Mains so you don’t have to worry about preparing for it separately.

The CS branch of Thapar University has much better ranking placements, and faculty as compared to NIT Srinagar.
So, based on these factors, Thapar University will be a better option than NIT, Srinagar. While both institutions have their merits, Thapar University is exceptional for its reputation for academic excellence, robust extracurricular opportunities, and cutting-edge facilities.

If you are aspiring for chemical technology or related branches then go for HBTI Kanpur and if you want to pursue some core courses then Thapar University is the best option.
Thapar University has recently started the CSE branch so not much cannot be said about it. Although its cutoffs are higher than COE, I don’t think a new branch can take over a well-established branch like COE this easily.
The Dera Bassi campus is located in a village and the proximity to the industry makes the living conditions pathetic for students. Moreover, the faculty is said to be average qualified and there aren't any practical lab sessions.
So, I will recommend you go for any lower branch at the main Thapar Campus than going for CSE in the Dera Bassi campus.
