No IIT has department-specific placements and usually open to all placements are done wherein companies allow students from different branches to sit for placements. I don’t have much idea about IIT KGP’s branch change but I feel it is somewhat similar to IIT Roorkee which I do have an idea about. A Bachelor of Architecture course cannot change their branch to BTech if that’s what you are asking since both are extremely different streams. This concept of branch change misguides many so should be opted for when necessary. I have even heard of changes from BS to BTech.
No, it’s not necessary at all to bring a laptop for studies at IIT KGP. While it is true that most professors use PPTs and PDFs to teach, you can always access them on your mobile phone. Some subjects might require programs like PDS, and you can go to the digital library and use computers.
A laptop might help you a bit but not having one will definitely not affect your scores or academic performance. In fact, a laptop might even become a source of distraction and might involve you in gaming.

Both IIT Roorkee and IIT Kharagpur are well-renowned institutions for electrical engineering studies. It all depends on personal preferences and priorities.
