Harvard University has recorded its highest-ever share of international students, even as the United States tightened visa scrutiny and funding rules under the Trump administration.

According to official data released by Harvard University, international students made up 28% of total enrolment in fall 2025, equivalent to 6,749 students. This is the highest proportion of foreign students at Harvard since at least 2002.

The increase—around 50 additional students year-on-year—comes at a time when international enrolment across US universities has declined, highlighting Harvard’s divergence from national trends.

Harvard Defies National Decline in International Enrolment

Data from the Institute of International Education (IIE) Open Doors report, sponsored by the US State Department, shows that overall international student enrolment in the US fell by 1% during the same period.

Harvard’s growth, though modest in absolute numbers, stands out against this backdrop, particularly given the institution’s recent confrontations with the federal government over student visas and research funding.

Graduate Programmes Drive Growth

While international undergraduate enrolment at Harvard fell by 2.6%, foreign student numbers rose across graduate and professional schools, mirroring a broader shift in where international demand remains resilient.

  • The Harvard T.H. Chan School of Public Health recorded the largest increase, with international enrolment rising by 8% year-on-year.
  • This contrasts sharply with the national picture, where international graduate enrolment across US universities declined by 12%, according to IIE data.

Chinese Student Numbers Continue to Rise

Among major source countries, Chinese student enrolment at Harvard increased by 4.5%, maintaining China’s position as the university’s largest international cohort.

Enrolment from South Korea rose by 8.7%, while student numbers from India, the UK and Canada—other key source countries—remained flat or declined slightly.

Enrolment Growth Despite Federal Pressure

The record figures come despite sustained pressure on Harvard from the Trump administration. Over the past year, the federal government:

  • Froze portions of Harvard’s research funding
  • Attempted to block the university from enrolling international students
  • Pressed universities to cap foreign enrolment at 15% of undergraduate intake
  • Federal courts ruled in Harvard’s favour in legal challenges related to funding and visa restrictions, though appeals are ongoing.

What This Means for International Students?

Harvard’s data suggests that elite US universities continue to attract global talent, particularly at the graduate level, even as visa uncertainty, funding scrutiny, and political pressure reshape the broader international education landscape.

For prospective international students, the trend reinforces a growing divide: while overall access to US education has become more restrictive, top-tier universities with strong legal and institutional backing remain relatively resilient.

Harvard’s record international share underscores a key shift in global education mobility. As visa pathways narrow across many countries, student demand is consolidating around institutions perceived as offering academic stability, global recognition and legal certainty—even amid tightening immigration environments.

Whether this resilience extends beyond elite universities remains an open question for US higher education in the years ahead.
