Over 22 lakh students appeared for NEET 2025. India has 1.28 lakh MBBS seats. The gap between demand and supply pushes approximately 25,000 Indian students abroad every year - to Russia, Georgia, Bangladesh, the Philippines and Kazakhstan. But the admission process for MBBS abroad universities is not as simple as paying a fee and boarding a flight.

The NMC's Foreign Medical Graduate Licentiate (FMGL) Regulations 2021 set non-negotiable conditions that determine whether your foreign MBBS degree can be used to practice in India. Missing any one of these conditions – at the admission stage, during the course or after graduation – can make your degree unusable.

NMC Eligibility Rules for MBBS Abroad Admission-What You Must Satisfy Before Applying

Before you shortlist a country or university, confirm you meet every NMC guidelines. These are set by the NMC FMGL Regulations 2021 and cannot be waived.

The NEET point needs emphasis: Some foreign universities will admit you without a NEET score. They are legally permitted to do so. But without a qualifying NEET score, you CANNOT appear for the FMGE after graduation. Your degree will exist but cannot be used to practice medicine in India. If your goal is to practice in India, NEET is not optional at any stage.

The admission process for MBBS abroad has 8 steps. Steps 1 and 2 are the ones most students skip — and most regret skipping. Follow them in sequence. Do not pay any fee before completing Step 5.

Step 1 — WHO AVICENNA check: Go to avicenna.ku.dk and search for your target university by name and country. If it is not listed, the university is not in the WHO directory. Do not enroll. No consultancy claim overrides this check.

Step 2 — FMGE data request: Ask the university or its official representative for the number of graduates from that specific university who appeared for FMGE in the last 3 years and how many passed. Country averages are misleading. Within Russia, the difference between a top university (35 to 40% pass rate) and a bottom-tier university (below 15%) is larger than the difference between Russia and Georgia as countries.

Documents Required for MBBS Abroad Admission- With Apostille Details

Document preparation is the step that causes the most delays in MBBS abroad admission. Apostillment alone takes 4 to 8 weeks in India — begin before your offer letter arrives.

The apostille process in India works as follows: Get documents notarised by a notary public, then authenticated by the State Home Department, then apostilled by the MEA in New Delhi. The MEA also has regional offices in Mumbai, Chennai, Kolkata and Hyderabad. Total time: 4 to 8 weeks depending on the state and document type. Begin this process as soon as you decide on a country — do not wait for the offer letter.

Note for Indian students: IELTS and TOEFL are not required for Russia, Georgia, the Philippines, Kazakhstan or Kyrgyzstan. The MOI certificate from your school is sufficient. This is a significant cost and time saving compared to applying to Western countries.

MBBS Abroad Admission Intake Dates and Application Windows Country-Wise 2026

Missing the application window is the most common reason Indian students delay their MBBS abroad by a full year. Each country has a fixed intake cycle. The table below shows the 2026 intake windows for the six most popular destinations.

Russia has only one intake per year — September. If you miss the application window, you wait a full year. The Philippines is the most flexible with two intakes annually. Bangladesh also has two intakes but the DGME foreign student portal controls the process — individual college applications are not accepted outside the DGME window.

What's next for 2026-27 admissions: The September 2026 intake for Russia, Georgia and Kazakhstan is the primary target for students who cleared NEET 2026 (May 3, 2026). Results are expected by June 2026. Application windows for the September intake are open now — begin document preparation immediately after NEET.


How to Verify a Foreign Medical University Before Paying Any Fee

The single most important action in the MBBS abroad admission process is independent university verification - before paying any fee, before signing any agreement and before accepting any offer letter.

There are three checks. All three must pass.

The "NMC approved university" myth: The NMC does not approve or certify individual foreign universities. When a consultancy tells you a university is "NMC approved," they are either confused or misleading you. The NMC sets compliance rules. Verifying whether a university meets those rules is your responsibility — not the consultancy's.

Red flags to watch for:

Any consultancy that asks for a fee before you have received an official offer letter on university letterhead is a red flag.

Any university that offers admission without NEET is a red flag if your goal is to practice in India.

Any program described as "4-year MBBS" or "fast-track MBBS" does not meet the NMC's 54-month minimum requirement.

Before paying any fee, review your offer letter against this checklist. Every item below must be explicitly stated in the offer letter. If any item is missing or vague, request a revised letter before proceeding.

The 54-month rule is the most commonly misrepresented item. Some universities describe their program as "5 years" but the actual academic instruction is 48 months with the remaining time being holidays, administrative periods or optional rotations. Count the months of actual academic instruction — not the calendar years.

Bangladesh-specific note: Bangladesh is the only country in this list where admission is controlled by a government portal (DGME — Directorate General of Medical Education). You cannot apply directly to a private medical college in Bangladesh. All foreign student applications go through dgme.gov.bd. The 2025-26 session window has closed. The 2026-27 window is expected to open in November 2026.

Philippines-specific note: The Philippines requires a 14-month BS Biology pre-medical program before the 54-month MD program. The total duration is 68 months. This is longer than other destinations, but the curriculum is US-aligned, making graduates eligible for USMLE — the only affordable Asian destination that offers this pathway.

After Admission - What Happens Next and What Most Students Miss

Getting admission is Step 1. What you do in Years 1 through 6 determines whether your degree becomes a medical career or an expensive certificate.

Two things that most students do not plan for at the admission stage:

1. The two-internship requirement. The NMC requires two internships — not one. The first is a 12-month internship in the country where you studied, at the same institution. The second is a 12-month CRMI (Compulsory Rotatory Medical Internship) in India, at an NMC-recognised hospital, after clearing the FMGE. Budget for both in your timeline and finances. The CRMI in India is unpaid at most hospitals. Plan for 12 months of living expenses in India after returning.

2. FMGE preparation must begin in Year 2 — not after graduation. The FMGE tests Anatomy, Physiology, Biochemistry, Pathology, Pharmacology, Microbiology, Medicine, Surgery, Obstetrics and Gynaecology, Paediatrics, Ophthalmology, ENT, Orthopaedics, Psychiatry, Dermatology, Radiology and Community Medicine. Students who begin FMGE preparation from Year 2 — treating it as a daily 1-hour habit alongside their regular coursework — consistently outperform those who begin after returning to India. The June 2025 pass rate of 18.61% is not a reflection of the difficulty of the exam alone. It is a reflection of how late most students begin preparing.
